For a material to become runnier in water it must mix properly with the water. This does not usually happen with something greasy or oily.

Imagine putting a lump of butter in cold water and stirring it. What would happen? If you're not sure, try it sometime!

If mixing with water won't work, how else could we make the wool grease into a runny liquid?
